Upgrade dependencies

• Add support for Returns 0.27, 0.28, and 0.29
• Add support for FastAPI 0.140 and 0.141
• Upgrading to Ruff 0.16 turned on many lints that were fixed
  • Raise a TypeError instead of a ValueError in .to_data()
