Search is currently English-only, and I think localization could help make the browser more approachable to users outside English-speaking communities.
Rather than treating Japanese as a special case, it might be useful to support multiple languages in a way that makes it easier to add more translations in the future.
Japanese could be the first additional language, and I'd be happy to help with the Japanese translation.
I use English software regularly, so this isn't really about making Search usable for me personally. I think localization could help Search reach more users as the project grows.
Would localization support fit the direction you want for Search?
