P1 Badge Route the dependency bump through the internal source

Apply this workflow update in evalops/maestro-internal and let the protected mirror workflow propagate it instead. Landing the dependency bump directly in this generated public mirror bypasses the required source-provenance path and allows a later mirror synchronization to overwrite it.
