The results formulas for the cost of imported emissions under EmissionCap and EmissionPrice mods needed to be adjusted so that the costs could be allocated to states in a way that fits with the retail price result formulas.

Also includes a minor fix in config.jl caused by how EmissionCap and EmissionPrice were saving out the import_ef and import_ef_file arguments.
