Prepare the v1.1.0 stable release.
1.1.0.docs/release/notes/v1.1.0.md, which becomes the Release body.v1.1.0 is the first release that carries Waveshare RLCD 4.2 firmware (
waveshare-esp32-s3-rlcd-42-ota/full). The web flasher entry for that target follows in a separate change once this Release is public.After merging, tag the merge commit
