[18.0][WIP][REF] budget_control: refactor initial balance to user friendly

This PR refactor budget_control Balance Forward

• Budget Plan
  • Add Forward Balance and Total Available (Forward + New Amount)
  • Allow New amount = 0.0
  • In Header Total Amount compute from Total Available

• Budget Control
  • Replace Initial Balance with Opening Balance
  • Add Forward Out to budget available

• Budget Monitoring: Add Forward Balance In, Forward Balance Out
