Automation releases merge themselves

• default.json groups every edbfi/automation reference (workflow uses:, renovate.json presets and hook pins) into one PR per repository, so workflow and preset tags never drift apart.
• The manual renovate-config rule is gone. Under automerge.json, that PR automerges through GitHub auto-merge when required CI passes, majors included. A release that breaks a consumer fails its CI and stays open.
• Repositories without automerge.json keep it manual, like every other update.

No consumer changes are required. Renovate evaluates bump PRs with the base branch's config, so the move to v4.1.0 is the last preset bump that needs a manual merge.
