FM-431: Shear fixes — scratch delete, setup guide, gitignore - #15

Remove tracked .tmp-* dirs and e2e/_fm*-proof* files, gitignore them, and fail quality when they reappear. Align the setup guide with do-setup-pstack (Roles /agents only). Cache lastPotetoInJsonl by mtime. Co-authored-by: Atlas <Atlas-Key@users.noreply.github.com>
