ENT-10938 led to updating license-manager's api.yaml. DOS-6595 led to the discovery that these commits needed to be bumped. The outcome is hopefully finally resolving ENT-10938, while simultaneously demonstrating a successful resurrection of the api-manager pipeline from the dead (DOS-6595). ENT-10938 / DOS-6595

This PR updates the Open edX API gateway spec to consume a newer version of the License Manager IDA API, in support of ENT-10938 and the api-manager pipeline resurrection (DOS-6595).
Changes:
- Point all License Manager-related enterprise endpoints (
subscriptions,assignLicenses,revokeLicenses,bulkLicenseEnrollment) at a unified newer commit (d3b22695) ofedx/license-manager. - Ensure consistency of external
$refURLs for License Manager across all affected enterprise v1 endpoints.
