feat: add campaign finance intelligence

What changed

• adds a campaign-finance lens to race comparisons and candidate profiles
• publishes exact 2026 FEC totals for the three U.S. Senate candidates
• maps and materializes official OCPF year-to-date totals for 18 Massachusetts state/local candidates
• preserves reporting-period mismatches, unknown values, outside-spending gaps, freshness, provenance, and review state
• adds a disclosed AI-assisted Senate finance orientation without scoring or recommending candidates
• adds a bounded, no-key OCPF refresh that joins the monthly review-PR workflow
• adds schema, identity-drift, hash-integrity, sanitization, finance-view, and seed-coverage tests

Product behavior

The finance experience intentionally treats money as context rather than candidate quality. Shared-axis comparisons include only records with matching reporting windows. Different-period records remain visible in exact cards. Missing values never become zero, and independent spending stays separate from candidate-controlled committees.
