feat(releases): observe organization release-convention adoption and drift

Outcome

Provide a read-only, organization-wide view of release-convention adoption so every active repository becomes visible before Pace is ever allowed to propose or create remediation PRs.

Scope

• Discover each repository's Aether release declaration and Egolint conformance evidence.
• Publish an adoption matrix with profile, changelog state, current/latest tag, version-source status, selected external channels, evidence freshness, migration state, and unknown/unavailable reasons.
• Detect drift from the approved Aether/Hygiene versions without checking out mutable sibling implementation.
• Produce recommendations and issue links only; do not mutate repositories or tags.

Acceptance criteria

• Every active Ego Hygiene repository is represented, including policy, tool, application, publication, private, incubating, and archived profiles.
• The report preserves unknown/external states instead of inferring publication.
• Adoption output is deterministic, provenance-pinned, and safe for Repository Intelligence consumption.
• Pace remains read-only; per-repository changes remain repository-owned PRs.
