Request: Annotation on browser mode

Similar to T3Code, Cursor, Codex.

I think the most important parts to implement (maybe not in the first iteration) are:

• Batching annotations: One annotation should not automatically send a message
  • Should keep annotation mode between annotations
• Keyboard shortcut to turn annotation / design mode on & off.
• Not overtaking hover, if something shows only on hover (like a tooltip in a chart), the annotation mode should be able to select it
• Handles HMR as the page reloads (not sure if this is possible, but this is something all the other apps are missing)
