Add typed-access and edited round-trip checks for the BMOPF geometry and PowerWorld bus locations in PowerIO0.11.1, with clearer geographic-data documentation. Local documentation builds now explicitly skip publishing.
This builds on #144 and accompanies eigenergy/powerio#496. The full Julia suite passed (1,042 tests, one expected feature skip); the supplied PWB acceptance checks and documentation build also passed. The refreshed release intent remains draft pending the Tellegen preview review.
