Add macOS T3 discovery and desktop app support

• Add macOS process inspection and local T3 discovery, including packaged desktop app support.

• Isolated stock proof passed with credential issuance, renewal, delivery, turn completion, and command deduplication.
• CI runs the test suite on Ubuntu and macOS.
• Intel Mac testing was not run.
