perf(dpdk): copy BSD packets directly into transmit mbufs - #12

Conversation
Replace the contiguous-frame callback with a synchronous borrowed packet copier. DPDK fills its final mbuf directly, eliminating the intermediate frame copy while retaining separate BSD and host ownership. Exercise pre-copy and post-copy rejection through real TCP loopback. Verified nine focused CTests, the 3 GiB TCP sequence check, DPDK poll/adaptive TAP smoke with and without loss, and the BSD TAP smoke with loss.
