Nudge the shared Ticker scroll speed up a hair from 22 to 25 px/s. Follow-up to the marquee landed in #141.

Nudges the shared
Tickerscroll speed from 22 → 25 px/s (PX_PER_SECinsrc/components/Ticker.tsx) — a hair faster while still a calm pace. Speed stays matched across the dashboard and miners strips (duration is derived from measured width), and the GPU de-jitter from #141 is untouched.One-line change; tsc/eslint/prettier clean.
