Add platform toolsets into Dial Admin

Background / Motivation
In this section user should able to see all toolsets created via CLI, or from Dial Admin stored to BLOB storage

Goals

• Add ability to Create, Update, Delete such applications
• Add ability to navigate between them in Assets -> Toolsets section
