fix(Eval/Runs): fix double stop run click and error analytics cards in stopped runs (Issues #4503, #4505)

Description:

• close stop run modal right after confirm click to prevent double click
• show dash in analytic cards if run is still going or cancelled

Issues:

• Issue [Eval > Test Suites] Stop confirmation modal allows double-submit, causing Conflict error toast #4503
• [Eval > Run Summary] Stat cards show "Error" instead of a dash for Running and Cancelled runs #4505
