test(dynamic): schema-valid authored payload for the #36 gated round-trip pin

HANDOFF PR — do not merge blindly; run the gated test first (one command, below).

The #36 gated test's hand-authored ruleset predated live knowledge: CT 3.134.1 validates the PUT'd ruleset content and rejects process: {} ("Required property missing: groupOnly … properties:process") and the payload used boolean false where real rulesets use 0. Both fixed; the valid shape was live-verified against dev fixture group 1698 (PUT OK).

• ✅ write-back round-trip — PASSED live (also proves the bug(dynamic): ruleset PUT sends bare object — CT expects the [RuleSet] array envelope (server 500/TypeException) #77/fix(dynamic): correct ruleset PUT envelope — { dynamicGroupRuleSet: [ruleset] } #80 PUT envelope).
• ❌ 'committed fixture matches instance' — expected failure: that older test compares the committed PROD fixture against whatever group GID points at; it needs its original prod fixture group, or a skip when GID ≠ the fixture's group. Pre-existing test-design artifact, not fixed here.
• bug: dynamic ruleset round-trip assumption unverified — CT-recomputed fields would cause perpetual diffs #36 pin — failed on the payload this PR fixes; re-run after merge.

Note: the #36 PROPERTY is already demonstrated by the dev rehearsal itself — 7 user-authored (file-based) rulesets applied to dev and the re-plan is a clean no-op, i.e. CT rewrote nothing. The formal test adds custom description/shorty coverage. Part of #36.
