docs(cli): smartlog help still describes shipped overlays as future work

Problem

parsec smartlog --help says PR/CI/review state will arrive “in later releases”, but the overlay shipped and the v0.5 smartlog epic (#245) is closed. This makes the active CLI surface disagree with implemented behavior.

Scope

• Update the Smartlog long help to describe the current PR/CI/review overlay.
• Add a CLI regression assertion so future help text does not drift back to the pre-release description.

Acceptance criteria

• parsec smartlog --help accurately describes current overlay behavior.
• CLI integration test verifies the shipped description.
• No command signature or behavior changes.

PR #448 was squash-merged into develop (3c80156). Closing this completed auto-improvement explicitly because develop is not the repository default branch.
