feature request: generalize the "supporting documents" feature utilized by ePBS and BAL glamsterdam cards and extend it to the eip page. note: full length titles are displayed in the eip page, but only a "Resources" link is displayed on the upgrade card when they exist.

The data-backed supportingDocuments model is a good replacement for the previous EIP-specific card logic, and the schema/type/component updates are scoped cleanly.
