Add description for table components

As a new user I would like to see a short description when cursor hovers on parameters like "APR", "Stacked Capacity", "Capacity".
Sometimes short description is not enough then as a new user would like to be redirected to documentation/manual/glossary page on parameter click.
The same request goes for stacking-ui

I opened PR #1671 for this: #1671

It adds hover descriptions for the key risk bundle table parameters in both the apply flow and the risk-bundles overview: APR, min/max amount, min/max duration, capacity/available capacity, balance, and stake usage.
