I had a rule in my file to delete nether portal blocks with "retrogen": false, but even still it blocks setblock and portal lighting (not the intent). I had thought that without retrogen these actions would be allowed.
Basically I want to make sure that no structure spawns a portal without looking through all like 1000 of them and force the player to make their own.
Please either change the behavior of retrogen or create a new rule that allows these actions.
