Behavior
- Drag a need up or down in the main list to change its priority order.
- Drag a need above the divider into the pinned area to pin it. Drag it back below to unpin.
- Order within the pinned area is also draggable.
- Drop zones highlight while dragging so it's obvious where the need will land.
- Works with touch (long-press to start drag) and mouse.
