[build-tools] Add warm iOS Simulator session steps

+Add warm iOS session steps (`eas/start_warm_serve_sim_remote_session`, `eas/start_warm_agent_device_session`, `eas/start_warm_argent_remote_session`). They run the existing session on the warm Simulator, or start cold. `eas/start_agent_device_session` also accepts `install_app_path` and `launch_app_identifier`.
