Add references/library-integrations.md for the expo-image and react-native-reanimated integrations in expo-observe. It covers their requirements, options, reports, limits, and CLI queries. In SKILL.md, add the reference, the docs links, and the integrations to the description. In setup.md, say that only the navigation integration flags cannot change at runtime, and add the new integrations to the configure() table and the checklist. Bump the eas-observe skill to 1.3.0 and the plugin manifests to 1.14.1. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

This should not be merged until expo-observe is published with the new reanimated integration, and docs PR expo/expo#51943 is merged.
