Microbenchmarks suite

This pull request includes a set of microbenchmarks for the three modes of operation, oprf, voprf, and poprf in which the client blind, server evaluate, and client finalize functions are measured. Microbenchmarks are run over cipher suites Ristretto255, NistP256, NistP384, and NistP521. This pull request does not provide benchmarks for the batching feature.

@kevinlewi - I added brief instructions to the README. I also added a CI rule as you requested, but I'm not familiar with how to test it, so I don't know if it is formatted correctly/doing the correct thing. Feel free to edit directly.
