The App is a Stand-Alone app. It runs on Mac, Windows and Linux (choose the correct version). No Plugin is needed.
However, for User Convenience, you can Call the App (Call and Run it) from a Kicad Plugin (the Old-Style plugin approach of simply placing the Plugin into the appropriate folder for your system/setup). Thus, it's not an Official Plugin nor does it get loaded as would an Official plugin.. Just like the several Codes that come stock with Kicad (and are placed into the appropriate folder) they run upon demand and/or by calling Code from within the folder.
There are different ways for calling it in a Plugin. This Link may help (see the post of Date 23/27 and subsequent post by Fabio_De_Bernardi. That approach 'should' also work on other systems...
Regarding Kicad V9, I haven't tested it but, as far as I know, no other reports of user problems... just need to do the correct steps... I hope.
Can't install on KiCad9. Is it supposed to run there?
No complaints as far a I know. You MUST install it using the Old-Method: Put it into the File-Folder (that Kicad sets up). The newer method requires my creating a Meta file/etc... too much bother...

The top-page for this Colorizer has an FYI (about doing it). Basically, you want to create a very Simple Python Code that Calls the executable App File. Put that Python Code, the Executable and Icon files into the same location. Other User's have done it so, it works...
