Support for QCDQ to QOp conversion

Support for QCDQ to QOp conversion added.

• New option qop added for the conversion type.

Command for QCDQ to QOp conversion:

qonnx-convert <ONNX QCDQ model file> --output-style qop

List of supported conversions (qop is added):

qonnx-convert <ONNX QCDQ model file> --output-style list

Output:
  qcdq    Convert from Quant to QCDQ
  quant   Convert from QCDQ to Quant
  qop     Convert from QCDQ to QOp
