A Measurements page for the missing-facts chart removed from the README in #32: the experiment, how to read the AUROC, the four tasks with their counts, what it means for a review band, and its limits. Linked from the Measurements hub and from two related pages. Wiki-only change.

The missing-facts measurement, out of the README and into a page of its own: the experiment,
how to read an AUROC, the four tasks, what it means for a review band, and what it does not show.
