Bind discovered inventory counts before freezing packages
For W5, W6, and W7, at least one registered asset has expected_en_count: null, so this permanently derives expectedCount as null. Package-freeze evidence is Schema-required to carry a positive integer and is then required to equal this null value, while lane manifests are explicitly forbidden from supplying updated counts; consequently these inventory-required lanes can never advance to package_frozen after discovering their actual cohort sizes. Add a SHA-bound inventory transition that updates the registered target count before enforcing the freeze contract.

Validate JSONL payloads declared with zero rows
When a package contains a nonempty or malformed JSONL payload whose manifest declares row_count: 0, this condition skips both parsing and the actual-row-count comparison. A package can therefore satisfy coverage using its valid payloads while carrying additional unvalidated records in a zero-row JSONL file, and that file still enters the supposedly complete frozen package inventory and digest. Validate every JSONL payload even when its declared count is zero so the package-freeze fact covers all physical records.

The solo-owner content train was spending many PRs on approvals and state handoffs. Backend PR #3488 established the trusted exact-package executor; this PR makes verified machine receipts the control authority without weakening deployment or SEO gates.
