This project uses the German free tv list from jnk22/kodinerds-iptv, removes channels with poor quality (e.g. teleshopping) and duplicate content (e.g. regional channels sending the same content) and saves it to german-tv.m3u.
You can use the list by using the following link in Plex, Kodi or VLC Media Player:

GitHub CI updates the list once a day if any changes happen to the origin.
