Completes the governed evidence-grounded four-hour TFTMAC DEV optimization sweep. Records terminal DEADLINE_COMPLETE results, keeps DEV-B8-WIN-01 as the verified winner because all three candidate applications were inconclusive before admissible candidate measurement, preserves rollback/integrity evidence, fixes campaign/classifier control-plane blockers found during execution, and updates project authority/hash locks. No protected Control/LKG mutation and no new performance winner.
