Config-only cherry-pick of 3ad05f4 (already on develop via #273). dependabot reads its config from the default branch only, so the
target-branch: developsetting must be on master for dependabot to open and rebase its PRs against develop instead of master — without it, every dependabot rebase resets the base to master and trips thecheck-source-branchguard.No changelog needed (tooling churn — no-changelog label).
