This needs an entity-color override in @flyfish-dev/cad-viewer rather than a CSS filter. I am keeping it open until the engine can apply a real monochrome plot policy across Canvas, WebGL, DWF, and text overlays.

Implemented as a real engine-level monochrome plot policy rather than a CSS filter.

PR stack:

1. feat: add non-destructive monochrome color rendering dwf-viewer#2 — native DWF/DWFx/XPS color override
2. feat: add monochrome CAD plot color mode cad-viewer#1 — shared Canvas2D/WebGL/text/entity color policy
3. feat: add CAD monochrome plot mode #244 — public options, toolbar toggle, i18n and view-state integration (closes this issue)

All three latest PR heads are currently green and GitHub reports them mergeable. The File Viewer implementation defaults to #000000, supports a custom fixed color, preserves source data/alpha/line types/line weights, and keeps raster images unchanged.
