Tests: redelivery returns the same decided outcome, across restart and inheritance #895

Part of #891 (Paper VII conformance remediation; owner ruling there).

Problem

Redelivery tests assert the duplicate flag and the submission ID, not that the previously decided outcome is unchanged.

Observable outcome

Tests verify that redelivery returns the same decided outcome (decision, receipt, attribution) and admits and executes nothing, on one worldline, across restart, and for occurrences inherited by strands.

Prerequisites

• Occurrence lineage: does a strand inherit its parent's Continuum occurrence bindings? #886 / PR Strands: inherit Continuum occurrences decided in the fork basis (#886) #890 (strand inheritance), for the inheritance cases.
