Unblocked by the merge of #314 / issue #312.
Recommended sequencing now:
- treat test: build canonical repo fixture builder with base repos and overlays #311 as the next enabling cycle for Hill 1
- keep test: translate Hill 1 bootstrap acceptance criteria into failing tests #310 immediately behind it so the fixture substrate can carry real failing acceptance tests
- track PR-review workflow hardening separately in workflow: codify PR review hygiene and reviewer context after #314 #315 so it does not distract from the fixture-first execution path
- added a commit that references this issue

Create the shared repository-shaped test substrate described in ADR-0006 and docs/design/repo-fixture-strategy.md.

Why
Hill 1 bootstrap work needs realistic repository scenarios without scattering mkdtemp + git init boilerplate across suites.
