Transition framing

This issue supersedes the legacy filesystem backlog card migrated from docs/method/backlog/cool-ideas/PROCESS_backlog-query-surface.md.

GitHub Issues are now the live Method work tracker. This issue tracks a Method-native query surface over GitHub issue metadata, not ad hoc markdown parsing of docs/method/backlog/**.

Contract

Ship a bounded query surface for Method-labeled GitHub Issues.

Required surfaces:

  • CLI: method issues list or equivalent.
  • Machine output: --json returns the same shape used by any MCP/tool adapter.
  • Filters: lane label, legend label, priority label, type label, work-in-progress, state, assignee, milestone, and repository.
  • Bounded output: default limit 50, maximum 100, with truncated and total_count when available.

Each returned item should include issue number, title, URL, state, labels, assignees, milestone, repository, and enough Method classification metadata to support planning surfaces.

Legacy filesystem backlog reads may remain as migration compatibility, but they must not be the authority model for new Method work.

Acceptance criteria

  • Querying by lane:asap, lane:bad-code, and lane:cool-ideas returns GitHub Issues, not local backlog files.
  • Querying work-in-progress identifies actively owned work.
  • JSON output is deterministic enough for agents to consume without scraping human text.
  • Empty result sets are explicit and non-error.
  • The implementation documents how repo-local GitHub Issues are selected and authenticated.
