Purpose

The form logic for the "Create inventory" and "Receiving workflow" fields did not consistently preserve values according to the form value precedence rules. In practice, this could lead to user-entered or previously saved values being overwritten by lower-priority defaults or stale state, which caused inconsistent behavior in forms that rely on these fields.

This change ensures those fields keep the correct value based on the established precedence order, improving form consistency and preventing unexpected resets when the form is initialized or updated.

Approach

The fix updates the value initialization logic for the affected fields so it follows the form precedence rules consistently.

The implementation:

• preserves explicitly selected form values when they are present,
• retains persisted/saved values when appropriate,
• falls back to defaults only when no higher-priority value is available.

This keeps the "Create inventory" and "Receiving workflow" fields aligned with expected user intent and form state across interactions.
