Remove the 'dev' file mechanism that switched between development mode (Cython) and distribution mode (pre-generated .cpp). With pyproject.toml declaring Cython as a build dependency, modern pip installs it automatically in an isolated build environment. Python 3.9 is EOL so we require >=3.10
