Improve availability performance and lifecycle accuracy

Summary

• improve metric collection, suspect-resource investigation, HTTP disposal, and summary generation
• enable PowerShell 7.6 and configurable Metrics Batch API usage
• restrict Log Analytics lookups to suspect resources
• use VM properties.timeCreated as authoritative creation evidence and treat writes as recreation only after a confirmed delete
• update Bicep resources to current stable ARM API versions
• remove the retired C# implementation

Validation

• parsed all active PowerShell scripts under PowerShell 7.6.5
• built Bicep templates and validated the deployment through ARM
• verified properties.timeCreated on all 81 VMs across the three target POSTE subscriptions
• completed a focused live August report for a production VM created mid-month
• git diff --check passes
