Pin all CodeQL steps to the same action version

This workflow still runs github/codeql-action/init and autobuild at v4.32.6, but analyze now uses v4.37.1. GitHub's CodeQL Action changelog states that mixing CodeQL Action versions in the same workflow is unsupported and that non-init steps can error when loading configuration generated by a different init version (https://github.com/github/codeql-action/blob/main/CHANGELOG.md#3304---25-sep-2025). Since every run reaches this analyze step after the older init step, this can break the CodeQL job; bump the CodeQL steps together to the same pinned SHA/version.
