Motivation

• Ensure the wasm-lib build uses up-to-date generated assets by running ./scripts/refresh_assets.sh before the build.
• Allow refresh_assets.sh to act as a harmless no-op when there is nothing to refresh so the workflow remains safe to run.
• Preserve the existing publish pipeline behavior and working-directory: wasm-lib while ensuring assets are current.

Description

• Modify .github/workflows/wasm-lib-publish.yml to add a Refresh wasm-lib assets step that runs ./scripts/refresh_assets.sh after npm ci and before npm run build.
• Leave the rest of the workflow unchanged so it still runs npm pack and npm publish --access public with NODE_AUTH_TOKEN sourced from secrets.NPM_TOKEN.
• Apply a minor formatting fix to package.json to ensure a trailing newline at EOF.

Testing

• No automated tests were executed because this change only updates a CI workflow file.
• The workflow file was validated by committing and inspecting the file contents in the repository.
• The publish process will be exercised when a release is published or the workflow is manually dispatched in GitHub Actions.
