- finish stopping the unit after a partial signal failure. - report the actual runtime state after a failed transition. - retain idle timeout changes in the atlas vm record.
- boot a rescue image with the original disk attached and unmounted. - retain rescue sessions across stop and start, and exit on reboot. - expose rescue controls and state through atlas and metal.
