Add community forum links and remove outdated Chinese docs references - #3

Since speedce.com now defaults to Chinese, drop links to the separate SpeedCE-Tech GitHub Pages site. Add natural forum CTAs at article conclusions, in quick reference cards, and in site navigation/footer. Co-authored-by: freejbgo <freejbgo@users.noreply.github.com>
