Why / Balance
Currently a tider with a screwdriver and a crowbar can render APC's useless in about 6 seconds per APC which is HELLA fast. Plus APC's carry enough current to power a whole room+ worth of stuff so it would make sense you need at least some kind of shock prevention to disassemble them.
