docs: drop phantom Recent Intelligence reports from MBR - #97

TOKENMAXX ON-20260926 tip residual post-#96. docs/index.md still linked reports/night_ops_2026_01_21.md and reports/incident_jan_17.md removed in the Church/State split; mkdocs --strict warned on both. TOKENMAXX ON-20260926 tip residual post-#97. public/manual.md (System Manual mirror fetched by public/manual.html) still linked reports/night_ops_2026_01_21.md and reports/incident_jan_17.md removed in the Church/State split; docs/index.md was fixed in #97. Keep Gap Analysis and Prompt Audit entries that still exist under docs/. Hard stops: no WIF/deploy/Dependabot; not SHA-only tip-lag.
