What happened:
New release notes generation code now builds a table instead of a diff output for package updates. However, if there are two "tilde" symbols in a package version, github markdown treats them as the "overstrike" markup.
What you expected to happen:
"Tilde" should be displayed as-is in the "Changes in Package Versions Compared to " section's table.
