- updated acs measures to 2024
- updated environmental justice index to 2024
- switched to annual NLCD imperviousness for landcover
- codec board now installed with package instead of under assets
- codec_read defaults to version of installed package, but historical versions continue to be available through online assets
use this as default for codec_read; also provide access to historical github hosted ones
this saves a little typing and having to convert to sf and then interpolate
