Major dependency overhaul and project restructure

This pull request updates the project dependencies and development environment configuration. The changes include:

Dependency Updates:

• Added @gesslar/actioneer (^2.4.0) and @gesslar/negotiator (^0.4.0) as new dependencies
• Updated @gesslar/toolkit from ^3.6.3 to ^3.39.1
• Updated commander from ^14.0.1 to ^14.0.3
• Moved several packages (dotenv, error-stack-parser, globals, globby, node-fetch) from dependencies to devDependencies or removed them entirely

Development Dependencies:

• Replaced ESLint configuration packages with @gesslar/uglier (^1.6.2)
• Added @gesslar/wikid (^2.3.0) and typescript (^5.9.3)
• Added local file dependencies for bedoc parsers and formatters
• Removed TypeScript ESLint packages and Axios

Package Configuration:

• Updated Node.js engine requirement to >=24.13.0
• Modified main entry point from Core.js to BeDoc.js
• Added new npm scripts for type generation, linting, and publishing
• Enhanced package metadata with homepage, keywords, and bug tracking

Lock File Changes:

• Removed numerous unused dependencies and their resolved URLs
• Updated dependency versions throughout the lock file
• Added entries for new local file dependencies
